This article purportedly written with a limited worldview and no appreciation to the actual situation on the roads.

In 99% of the cases it is the motorcycles who have an extraordinary long stopping distance and frequently hit the vehicle ahead of them since they come with obsolete brake tech and can’t keep up with the better brakes of other cars, buses and trucks on the roads. If cars should observe a 3-second distance and trucks should observe a 5-second distance, then motorcycles and rickshaws should maintain a 10-second distance.
