Around an year after the above comment, an update to note that National Refinery is indeed supplying Euro-V diesel since 1st Jan 2021. As it is mentioned in the article above:

on 1st Jan 2021, not only the imported diesel was Euro-V, the locally produced diesel from at least one refinery was also upgraded to Euro-V. News sources:

As well as in the annual reports published on PSX https://dps.psx.com.pk/company/NRL. Apparently the government has imposed a penalty on producing diesel anything lower than Euro-V standard, and NRL is saving money because they don’t have to pay the penalty whereas other refineries have to.

In this comment https://carspiritpk.com/byd-faw-chery-joins-price-war-in-chinese-car-market/#comment-13643 there is this linked article dated 07th Jan 2021 https://tribune.com.pk/story/2278973/automakers-may-suffer-due-to-euro-5-switch and it mentions that “Only one petroleum oil refinery out of the total five in Pakistan has so far upgraded to Euro-5 technology. Remaining four are still producing Euro-2 diesel.

Now the question arises about above comment that if NRL is already giving Euro-V diesel then what is meant by: “National refinery is also “considering” https://www.spglobal.com/commodity-insights/en/market-insights/latest-news/oil/120121-refinery-news-roundup-news-emerges-on-closures-in-asia-pacific the details are on the same page.” So if they already began Euro-V production on 01st Jan 2021, what is the meaning of this news in Dec 2021?

So the info for us is that refineries install a unit called DHDS to produce Euro-V compatible diesel, whereas another kind of plant called CCR is used for producing Euro 5 compliant petrol. And NRL is now thinking of installing CCR unit which is the news! So out of the 5 local refineries (Byco, Attock, Pakistan, National and Parco), only one is producing Euro-V compatible diesel but this factory is only partially Euro 5 compliant, since the petrol it is producing is still Euro 2!

Despite the fact that converting petrol to Euro 5 had a 5 months early date (1st Aug 2021), none of them has begun selling Euro 5 petrol. And 4 of them still can’t produce Euro V diesel. So the compliance check only gets 1/10 marks for the oil refineries.

Another question is how many litres of diesel consumed everyday, and how many of them are imported Euro-V, and how many of them are NRL-supplied Euro-V?
