Give the local companies, both car manufacturers and parts manufacturers, incentives to adopt and fast track localization. The more localized a car is the lower the tax rate on it. Also, adding to this, the more a company achieves in export goals, the better its tax rate. Makes sense; To the Indonesians at least because they adopted something along that line here.
