They are in partnership with companies and businesses locally to sell their vehicles here. They donโ€™t care about safety or features or selling old vehicles. They are here to make as much money as possible. The lesser the regulations, the more they will like it. That means they are selling old stuff for exorbitant prices, netting them very good profits.
 
If the local businesses and their bosses and by extension the government are only too happy to cheat the people; who are these foreign businesses to complain.

NOTE:
The para about the Koreans. I believe, it should read 5 out of 8 vehicles that are obsolete. ๐Ÿ‘
