Where to begin….
The locals are at it again. Blaming others for their own incompetence, systemic corruption and extremely unethical business behavior. And it seems PAMA is leading the way. Just a few quick points. I’ll try to be short.
 
1.      Local Car Assemblers: Please stop blaming the imports for hindering your lack of capacity to meet even local demand. You lot have been saying this for almost the past twenty years. This is your go-to argument every time imports are discussed. Even during the pandemic, instead of keeping your production lines open and making cars to ensure a surplus, you closed down assembly lines. Even in low demand days such as these, CARS ARE STILL SOLD ON LACS OF RUPEES OF OWN/ON/WHATEVER!
 
2.      If, according to you lot, the local production will soon “overtake” the demand, then what have you got to worry about. Just make sure that you do your job fairly and honorably. But going by the past almost two decades, there is not much chance of that. Ten years from now you will still be blaming others for your own faults and corruption.
 
3.      PAMA: Please give proof for the $2 billion that you have alleged. Where did this figure come from because:
a.      FY 2017-2018: the last year that imports were fully allowed, the total bill for imported vehicles was at $458 million. In the same period the bill for the PARTS imported by our local assemblers was $810 million and that is after the claimed 50% to 70% localization. Which is worse for the economy?
b.      FY 2018-2019: The parts import bill for the local assemblers goes up to $818 million because now new companies are here doing the same thing as the old ones. Importing parts and assembling them here and calling them “Local Manufactured”.
c.      FY 2019-2020: At the start of this year FBR released a statement that it lost RS.22 Billion in tax revenue IN JUST HALF A YEAR (SIX MONTHS) by stopping imported cars. In the previous year Toyota Indus had made a very big deal of the fact that it had paid Rs.13.75 Billion in taxes for the year 2018-2019. FBR, by its own admission, said that the tax loss from imports for HALF A YEAR was almost TWICE what Indus motor company PAID FOR THE WHOLE YEAR! Please re-read this point to fully grasp the meaning and implication. This means that by FBR’s own admission the YEARLY tax collected on the imports, had they still been allowed, would have been more than all the original mafia three put together. Again, which is worse for the economy?
d.      PAMA: IF after thirty years in the auto industry, the ONLY part that our vendors are now able to export is a small plastic molding, then these companies have failed our local industry. In the same time period, our neighbors have become world leaders in car manufacturing and export.
 
I think in this case PAMA stands for Perfectly Alright with Misleading Awam…

Consumers have been a victim of injustice as substantial vehicle price increase (around 100%) was allowed to happen to nearly all vehicle models by local assemblers with no feature addition nor penalizing by the relevant regulatory bodies, rendering such vehicles unaffordable to the consumers. Also, they tried hoodwinking puclic and government by increasing prices just before any relief announcements in the new budget.

“local manufacturing of cars leads to the development of the local industry that in turn creates jobs for the local population.”

The above is a myth after tarrif based imports were introduced and is solely used to blackmail government policy makers. No significant localization has happened since that time.
