It has been mandated, but not complied.
Can’t make them comply, government is too weak in front of big businesses.

Not only the auto-assemblers do not comply with Euro 5, the oil refineries don’t comply either. Oil refineries haven’t even complied with the ban on MMT which was placed on 1st May 2019, a full 4 years ago.
