It shows us that nobody is on the same page. If this is the condition of the automobile industry’s level of collaboration, no wonder they just depend on government incentives and holding the market hostage to keep themselves going.

Hence I agree with you, there should be a standard formula regarding calculation of localization. Just like academic research, the requirement should be that the method should be transparent and the results should be reproducible.

another issue is how they determine the localization %. its based on the number of parts & not their technical value. like IMC says Toyota Corolla has more than 760 local parts, these can be door handles, seat levers, some buttons, plastic bits n components having no value addition but just a higher number. instead true % should be determined based on value-added parts such as engine, transmission, suspension systems, airbag assemblies etc. but this should be done by an independent govt body rather than taking the assemblers’ words “as is”

Another food for though: the 11th gen Corolla was also at 60% (claimed) localization at launch date back in 2014, and now in 2023 too it is only 68% localized https://carspiritpk.com/obsolete-suzuki-wagon-r-nearing-a-decade-in-pakistan/#comment-13812.

Similarly this Wagon-R is also 60% claimed localized only. What is with this phenomenon that whichever level of localization they have achieved before the beginning of local assembling continues year after year without further increase in localization?
