This mindfulness is way more than one that is displayed on the roads and daily social and economic dealings put into effect by public.

I suppose that this rank is an achievement for the government of Pakistan because Hong Kong and Singapore are economically way better than Pakistan. Therefore, low prices is showing management levels of the government.
As for fall in purchasing power, well, baybarqati is caused by negative actions and if we observe the intensity of general behaviour displayed by Pakistanis on red signal or their daily dealings such as behaviour at work or general dealings with fellow beings, the fall in buying power seems smaller. For the record, coming on the wrong way of the road is not even considered incorrect action nowadays.
Furthermore our newly bought vehicle got scratched and the brain dead bike rider was not even aware that in his haste to bypass signal he had manhandled our vehicle.

They always tell about how the petrol is cheaper in Pakistan. Nowhere is a comparison of other fuels viz. diesel, furnace oil, kerosene, JP4, JP5, coal, wood or biofuels.

They never tell that the fuel in Pakistan has the lowest octane number, lowest emissions standard Euro2, high sulphur content and high particulate matter (PM) emissions, and is laden with harmful chemical MMT despite being forbidden by law in Pakistan.

The fuel in other countries is up-to-the-mark Euro6, having no harmful metallic catalysts in it, and is a clean-burn, low-smoke producing, low-ash producing highly healthy and ecologically sensitive offering.

Isn’t it logical that low quality and obsolete technology harmful fuel be cheaper than high quality latest tech harmless fuel?
