This is wrong info, or obsolete at best.
EFI engines tend to cut off the fuel injectors when the accelerator is released when the vehicle is in motion. This helps improve fuel economy, as there is no use of sending fuel because the engine will keep rotating because of the momentum of the wheels.

As soon as you clutch or neutral, the ECU will begin sending the exact amount of fuel to maintain idle RPM of the engine. So keeping in gear for manual or auto at all times until absolutely avoiding lugging is important.

Freewheeling isn’t legal either.
Coasting is the way to go, decelerating in gear.
