Manufacturers prioritizing resale value? They have no incentive to do so. The earlier the car goes kaput, the sooner they can sell a new one. Another point is that from the perspective of the manufacturer, resale and safety are not mutually exclusive. There are no factors which will cause the resale value of an already popular car to go down if it was fitted with more safety systems. Yes the customer may face the dilemma to choose between a safer or a resale vehicle, but this can be easily resolved if the government mandates an equal amount of safety for each car.
One important factor to consider is that financial safety is literally the most important kind of safety net that ever existed. And resale offers just that: financial safety. I don’t understand this trend among the automotive-enthusiasts community against resale when I’ve personally seen they are no ultra-rich people themselves – just ordinary folks with ordinary probems.

OTOH manufacturers do have an incentive to prioritize safety. If their customer doesn’t live for the next purchase, they end up making no money.

Besides, we should realize that according to the local accident data, most accidents happen between vehicle of different category. Car-car- accidents … in which crash-safety ratings hold true … are rare. Most of the crashes are car-motorcycle crashes, rickshaw-motorcycle crashes, truck-motorcycle crashes, car-truck crashes, truck-bus crashes which are immediately lethal due to the amount of momentum involved. Despite this clear available data, there has been no effort on improving the “crash prevent-ability” such as disc brakes in trucks, buses & motorcycles for shorter stopping distance, projection headlights are still unknown to truck makers and motorcycle/rickshaw makers. There is no concept of underrun bars for trucks or low C.G trucks.

I highly suggest that instead of “crash safety/passive safety” which happens after a crash, CSPK aligns to focus on “crash prevention/active safety”. Active safety is also called primary safety, and we all know that primary comes before secondary.

And get back to me please when Euro NCAP and other NCAPs begin assessing CD-70, china 70s and Sazgar rickshaw for crash safety.
