The article states:

“A lawmaker cited that Toyota chief said they could not back a government that rejected the technology popularized by the Prius. Gasoline-electric hybrid models remain far more popular in Toyota’s home market than EVs, which accounted for just 1% of passenger cars sold in Japan last year, based on industry data.”

It is talking about JAPAN specifically. It Toyota’s “home market”.

Prius and other hybrids were selling good in other markets, however, now they are loosing ground fast due to the popularity and ease of use of EVs in those markets.

Toyota might have the reputation of good quality, however it has still suffered some of the worst and most expensive recalls.

Any country where they have proper laws and accountability, recalls will happen. Countries like ours are a god sent for these companies. There are no laws or policies for such contingencies and the government is corrupt enough and incompetent enough to be easily influenced to look where ever these companies decide to throw the blame.

I think the article is exaggerating when it is saying that the Prius is popular only in its home market because in developed countries such as the U.S., Europe the Prius is selling rather well in a market saturated due to crossovers and other hybrid models.
Moreover, Toyota is suffering from recalls because it is now the only automobile company in the world that is offering so many classes of vehicles at the same time, managing diversity is difficult, in particular when you do not have the luxury to hire a forced labour or possess audacity to steal other peoples work. Therefore, logically with such large scale business operations certain issues are bound to arise.
In fact, the LS 400 within weeks of its launch suffered from recall, back then every unit was recalled but today that vehicle is still known all over the world for its durability and happens to be one of the best vehicle in the world. I think that the same is going to happen to this vehicle, anyways, Toyota still remains the best in business and everyone knows that or at-least news medians like consumer reports, JD power, U.S. news do.
