Localization should be judged on the cost portion of whole unit and must be classified according to level of technology involved. E.g. body parts, plastic panels which are low tech parts should overall constitute a low percentage of overall localization while engine, transmission, control modules like immobilizer, ABS, etc which are high tech parts should count for a higher percentage in classifying and determining localization ratio.
