The whole Euro2 fuel fiasco in Pakistan is one political mess. One of the commentators here has pointed this out multiple times with sources too. Basically these petroleum companies are literally refusing to comply with Euro5 standards despite the government’s efforts. They have straight up refused to upgrade from Euro 2 to Euro 5 and they continue using MMT to increase their octane rating. This is why we are still importing fuel despite having enough refineries to support our petrol consumption.

How is the consumer, i.e. the transport sector and the industrial sector supposed to reduce its emissions when the input fuel itself is an MMT-laden, high-sulfur, obsolete Euro2 standard garbage?

Are they supposed to have their own fuel purification plants?

It is up to the government to make & enforce the policy (the minister also said the same). 2 oil refineries out of the 5 oil refineries Attock, Byco, National, Pakistan and PARCO are also state-owned. It is easy to upgrade them using tax rupees.
