Lack of knowledge is because of lack of knowledge-imparting institutions – another gap in the market is there is no school for advanced driving techniques.

Advanced driving techniques such as heel and toe, power shift, drifting, power slide, J-turn, left foot braking etc. are important life-saving skills useful in a variety of circumstances such as for drivers of VIP protocol and for ordinary civilians in adverse weather conditions, when the car becomes faulty/disabled suddenly or when running away from criminals, a very common scenario.

Not because they didn’t know how to drive a car outright, but because they performed minor but potentially lethal mistakes. These points can only be highlighted if you are faced with an expert who knows their way around the road.

The above paragraph is best supplemented by LEGAL info. Best combination is an expert who knows cars, law, and geography all at once.
Under the Motor Vehicles Ordinance, the driving license test consists of 3 parts:

  1. Theory exam (Legal term is “The Third Schedule Part II – TEST OF TRAFFIC LAWS AND CORRECT ROAD BEHAVIOUR OF APPLICANT“).
  2. Medical exam (Legal term is “The Third Schedule Part III – TEST OF PHYSICAL FITNESS“).
  3. Practical exam (Legal term is “The Third Schedule Part I – TEST OF COMPETENCE TO DRIVE“).

The Third Schedule Part I of the Motor Vehicles Ordinance clearly mentions 9 types of basic actions the candidate is expected to be able to perform satisfactorily, and 61 types of mistakes upon which the law considers it the failure of the candidate at the driving license practical exam. However, making the mistake once will not disqualify! The definition of failure is clearly written if at least 3 different mistakes are made, or if a single mistake is made twice.

Of course the test is stringent and all of the above 61 mistakes are “minor” mistakes. If someone makes a minor whether major error and ends up killing themselves, the examiner or other bystanders or manage to total-loss the car or other $$$ damage then maybe passing at the license exam will be the least of their worries.

So the majority of focus is on hatchback drivers and the market does not cater to motorcyclists, rickshaw drivers, van drivers, truck drivers and bus drivers, all of them commercial drivers driving the largest number of miles per year.

When I went for my LTV license, I saw a lot of candidates who failed the test just because nobody knew the course content and exam outline, nobody actually went to any school for that matter.
Same thing happened when I went for my HTV license. Even the examiners (MVI) themselves did not know how to conduct the test.
