Let me explain why is that so.

They alone in their infinite wisdom decide how many cars shall be produced and what they will charge for them. An average Pakistani when he goes to new car show room he will not come out driving a brand new car after paying the full price of the car. The buyer will get the delivery anytime between 6-12 months later. Buyer will get no interest on the several million rupees for the period he has is to wait. Paying a token money for the order of a new car is not an option.

There is no business on the face of this earth that charges full price of their products (including costs and profit) before the supplier has spent one penny of the cash revenue. During the long delay if the costs go up the assemblers will try to recover that too from the customers.

The products of Pak auto assemblers don’t have to meet any performance, safety, emissions, durability or other standards. Consequence are products as inferior, expensive and obsolete as any ever sold.

Japanese auto manufacturers are the largest, most reliable, technologically advanced and price competitive maker of cars in the world. They also dominate the luxury car market in nearly every country of the world with brands like Accura, Lexus, Infiniti and others. No matter what car if it is to ply on the Japanese roads must meet JDMS. While Pakistani cars don’t meet any standard at all.

In other countries auto manufacturers have been giving no charge 5 year warranties for the power train and for small additional charge 5 year Bumper to Bumper all inclusive warranties (labor and parts included) If any common material or workmanship defects appear in their products, they issue recalls and these issues are fixed at no charge to the consumer. Have you ever once heard a product recall on Pakistan assembled car or are the cars assembler so perfect there are never any defects of materials or workmanship.

Pakistani automobile assemblers dictate import policy and inferiority of their product in their own interest and nothing else. I have seen some figures thrown around how many people make a living in automotive business in Pakistan and that most incredible number is 500,000. If anyone believes that, they should get an award for gullibility. New car dealers are all independent operators and nothing to do with production of new cars. They can stay in business selling new used cars and service. Yes marginal ones may close. Your neighborhood auto shops and mechanics, their main business auto service and repair nothing to do with new cars.

The story of LOCAL CONTENT in Pakistani cars, other than labor local are assembled 95% imported components. The 5% who actually supply any service or products to local assemblers regret they did so. Because they have to chase their payments for months.

Since many local cars are missing fuel consumption. performance and emission controls these automobiles contribute to pollution and excessive fuel consumption (another imported resource).
So what can government do to cut its fuel and auto import bill. Its simple except for a government inclined to bestow favors upon favors on the local auto assemblers. No policy in public interest can be imagined or passed if it conflicts with the will of the auto assemblers.

Federal Government should
A. Allow any member of public who can pay for the imported cars and applicable duties and handling charges in US$ from remittance or foreign sources, no if and or buts. No draw on State Bank $ reserves.
B. Force local assemblers to charge maximum of 10% order fee for a new car where delivery is going to longer than 30 days.
C. Consumers willing to pay in advance shall be paid min. of 1.5% per month for delivery periods longer than 30 days.
D. Once order is placed with or without advance payment prices can’t be changed. Its a contract binding for both sides. A contract transferable to third parties, cancel the order outright loose the deposit.
E. Cut the age limit for imported cars down to 10 years. It won’t matter to the import bill. Hybrid or New Cars 1000cc or below. KEI cars, 656cc hybrid, eco-idle all will help reduce the petroleum import bill. Any cars above 1000cc allowed with special permission (President or PM’s security detail), border guards, customs police, critical applications. Civil servants buttocks are no more fragile than anyone else’s.

And any sort of market competition won’t let them do it if they want to continue their business. Why is the entire nation letting them hold us hostage?

Oh bhai, when you restrain imports so harshly that it’s almost impossible for a common man to import one for themselves or actually buy one from a dealership like they used to, they will obviously go for your “apple of the eye” since there is no other option offered in Pakistan. It’s like spilling someone’s glass of water and then saying “look, my glass has more water than yours”.
