Agreed with you, because in pursuit of human health, each frontier is just a milestone!

However, there are a few technical issues: Euro 6-compliant diesel vehicles require Diesel Exhaust Fluid (DEF. It is urea mixed with very pure water, commonly known as the genericized trademark name AdBlue) and diesel particulate filter among other measures. While I can’t wait to see the days to smokeless diesel vehicles, in Pakistan the challenge of getting people to maintain their DPF and not go for DPF-delete is very big. Also the Euro 6 diesel vehicles have 2 tanks: diesel tank and AbBlue. The engine won’t start without diesel (understandably), it won’t start if you if the tank for urea+water mixture is empty.

Now that we’ve discussed about large diesel engines, let’s check the motorcycle and 3-wheeler market: Apparently Euro 6 was never defined for motorcycles. The last we have is Euro 5:

While the Euro 6 became compulsory for 4-wheelers in advanced countries in 2015, Euro 6 for motorcycles became mandatory (in those same advanced countries) only recently: in 2020! Even for the fact that motorcycle manufacturers achieve low-emissions a long time back**, maybe because the number of motorcycles is too low in those countries, they didn’t give it much thought!

**For example this motorcycle introduced in 2008 in Thailand https://carspiritpk.com/almost-half-a-century-no-change-no-progress/#comment-13634 achieves less than half the emissions of Euro 6 more than 12 years earlier than Euro 6 was implemented in Europe for motorcycles, and more than 6 years earlier in than when Euro 6 was applied for cars in Europe! Goes on to show how far the South East Asians countries have come w.r.t. environmental concerns!

Conclusion: To see the best results for Pakistan (max benefit in min cost), my idea for Pakistan is to adopt Euro 6 fuel quality as well as Euro 5 automotive tech. Since the fuel is used in many applications in addition to road-going vehicles (textile mills and other factories have 5 MW or 10 MW powerplants using diesel engines), a low-sulfur, low-ash, low-soot fuel will do wonders for smog-reduction!

As Indian I would like to see you to promote safety aspects of car more often because we in India also encouraging common people to buy safe car with NCAP rating.
