According to the photographs here https://carspiritpk.com/hyundai-tucson-gls-vs-kia-sportage-alpha/ & here https://www.pakwheels.com/blog/exclusive-photos-of-hyundai-tucson-base-variant/, the projection lens is clearly visible, so it is entirely possible that they are installing halogen projector lights, not halogen reflector lights.
This opens up another path for future abuse, since the lens for LED bulb is different and the lens for halogen bulb is different, but later on it is suspected that people would change to LED bulbs (because of the limited light output of the halogen bulbs) causing lots of unwanted glare. It will disturb the social order and will have a grave negative effect on road safety.

IIHS doesn’t give the top safety rating to those trim levels which have a downgraded headlight. This has been posted before: https://carspiritpk.com/new-kia-sportage-earns-2022-iihs-top-safety-pick-award/#comment-12728

It isn’t the same car. It is an “unsafer” version of the same car.

Deeply discussed here:

How do we stop people from blinding other drivers with aftermarket LEDs?
Good headlights make you safer, but bad ones actively hurt other road users.

Quotable quotes:

your car’s headlights are a safety device, and not all headlights are created equal
carmakers have been fitting powerful LED headlights to their high-end offerings, but more often than not, their cheaper cars—and particularly cheaper trim levels—get saddled with much-weaker illumination
a commuter wants to see more of where they’re going[…]they go looking for a solution, starting with their local automotive parts store
High-end headlights are now a must if an automaker wants the coveted Insurance Institute for Highway Safety (IIHS) Top Safety Pick+ designation
IIHS recommends that you make your vehicle purchase decisions carefully, considering not just the make and model but the specific trim level” (huh buy the top trim level just to be able to see where I’m going?)
Headlamp technology has typically been bundled with the trim level
base model would get fitted with reflector headlamps, with projectors offered in the mid-range and higher trim levels. Adaptive headlights have been the preserve of the top trim levels

Why do assemblers keeps offering crystal halogen headlights? They are so ghetto in front of projectors. They have pathetic illumination and cause glare to the oncomers. The #1 reason people go for aftermarket headlight alterations is that factory-fitted contraptions don’t offer good visibility. It looks like automakers are hands-in-chums with the alteration shops and the traffic police, they keep offering low-illumination headlights so the customer first gets ripped off at the showroom, then gets fleeced by the aftermarket tuner, and at the third stage pays up to the traffic department in the form of fines. All 3 seem to be together in the scam otherwise the government would now have come up with a standard for good headlights. On the safety front, crystal projectors cause accident due to poor visibility and aftermarket HIDs cause accidents due to glare. It is a lose-lose situation for the whole society to either be subject to one type of blindness or the other. On the one hand if the bulb of your headlight is fused, traffic police will immediately challan you, but large multinational behemoths are free to sell whatever accident-causing junk they want to sell.
