They can utilize this low-demand period to conduct shutdowns and quickly upgrade their plants.

Another key point to always remember is that there has been absolutely zero effort on the fuel economy front by the companies that are selling 2-wheelers upto 202-wheelers in Pakistan. The Honda CD-70 which was in 1992 is the same in 2023 – at that time petrol was around 10 rupees per liter. While the petrol quality (octane #, and the use of TEL and MMT) has varied over the years, the engines remain the same.
Same story with diesel – it has come from 10,000 ppm to 500 ppm LSD Euro II (50 ppm ULSD in case of imported and NRL) but the engines in Hino Nissan Bedford are still the same.

Both the sales of fuel and the sales of vehicles is going down. If the vehicles had improved their fuel efficiency, the sales of vehicles would rise and the sales of fuel would still go down, an improvement from the environmental sensitivity POV.

Tech innovation has seen a hostile attitude from both sides: from sellers and from the consumers too, and the result is in front of you.
